Assess as for FM.I.78, using 4 sets of pictures or a four-piece lotto board.

Teach as for FM.I.78, giving a choice of 3 pictures as an intermediate step if necessary.

Maintain with practice, using a variety of materials, until you are ready to begin teaching FM.I.106 (matches picture cards, choice of 9).

You could also try giving your child a pile of pictures, with 2 or more of each, to sort into matching groups. Encourage your child to sort independently and to let you know when he has finished. You will find more notes about sorting under FM.I.107.
